Council Notes

Regular Meeting of Council: October 16, 2007

In attendance: Mayor Caisley, Councilors Kirby, Colledge, Holmlund and White; Absent Councillor Sipe, Councillor Hunter

1. Call to Order: 6:00pm

2. Adoption of Minutes: From Regular Meeting of Council October 2, 2007 and from the Special Meeting of Council October 9, 2007, 2007.

3. Business arising from the minutes: None

4. Petitions and Delegations:

(a) Ron Downes, Royal Canadian Legion

Ron Downes attended the council meeting to request the following:

1. Veteran?s Week

The District of Tumbler Ridge declare the week of November 6th-12th, 2007 as Veterans week. Motion to carry through with this request was passed.

2. The street from the Tumbler Ridge Royal Canadian Legion to the Tumbler Ridge Senior Secondary School (Southgate) be closed on November 11th, 2007(from approximately 10:15 am to 12:00 noon). Motion to carry through with this request was passed.

5. Correspondence: Peace River Coal

(a) Mayor and Council received a letter from Derek Griffin, Associate Deputy Minister from the Environmental Assessment Office. He was writing to advise council the environmental assessment(EA) process for the Roman Coal Mine Project(Project) proposed by Peace River Coal Inc.(Proponent) has been initiated.

Griffin also informed Mayor and Council to contact Joe Truscott, the Project Assessment Manager, if the District of Tumbler Ridge is interested in participating in the review of this project. Motion to be involved with the project review, passed.

(b) Community Forest

Letter received for information. Rich Coleman, Minister(Ministry of Forest and Range and Minister of Responsible Housing) wrote Mayor and Council to thank them for the letter of support with regards to British Columbia?s Community Forest Association?s request to remove the probationary requirements for the community forest agreements from legislation. However, the proposed change will not be done at this time.

(c) Banff Film Festival

Tumbler Ridge Arts Council: Request for Sponsorship for the Annual Banff Film Festival: Item tabled.

7. Bylaws:

(a) Bylaw 532, 2007 ?District of Tumbler Ridge Animal Control Amendment Bylaw? amended – third reading rescinded. Rescinded due to clerical error.

Bylaw 532, 2007 ?District of Tumbler Ridge Animal Control Amendment Bylaw? – third reading

This bylaw will amend the Animal Control Bylaw which will prohibit residents from walking their dogs without leashes in the residential and commercial areas of the community. The proposed bylaw will clearly define that dogs MUST be on a leash at all times.

(b) Bylaw 533, 2007 ?District of Tumbler Ridge Tax Exemption Bylaw?- final reading

Permissive exemption from taxation under Section 224 of the Community Charter are:

Fellowship of Evangelical Baptist Churches of BC and the Yukon

The Pentecostal Assemblies of Canada

The Roman Catholic Episcopal Corporation of Prince Rupert

The Tumbler Ridge Golf and Country Club

The Grizzly Valley Saddle Club

Seventh Day Adventist Church

The Trustees of the Tumbler Rige Congregation of Jehovah?s Witnesses

Tumbler Ridge Sportsman Association (outdoor gun range).

8. New Business:

(a)Fee Waiver Policy:

The purpose of this policy is to establish guidelines for requests for fee waivers (for use of the Community Centre facilities) and/or requests for in-kind services provided by the Community Centre.

Motion to adopt the Fee Waiver Policy Admin 44 carried and will be effective immediately.

(b)Elevator Installation:W.L Construction Ltd.( Fort St. John) has been granted the contract for installation of the elevator in the community centre.

W.L. Construction was the only company to tender a bid for this project. Mayor and Council passed the motion to hire W.L. Construction Ltd. so there are no further delays It took a long time to get a bid for this project, the due date during the bid process was extended twice. The total cost for this project will be $435,607. This is $70,607 higher than it was originally budgeted for. The budgeted shortfall will be funded through reserves for future expenditures.

(c)Request to use District Logo: request from TR Minor Hockey to use the ?TR? portion of District Logo has been granted.

(d) Professional Development Training for Elected Officials: Information regarding the Professional Development Training for Elected Officials and Senior Staff being held in Prince George was received by Mayor and Council. Item received for information. Mayor and Council do not want to attend.

(e) Schedule of Meetings.

Next Regular Meeting of Council November 23rd 6pm. Note: There is a Special Meeting of Council at 5:15pm, October 23rd, 2007. This meeting is for the Development Permit Application. Meetings are at 6pm and held in Council Chambers. Agendas for the meetings can be obtained through the Tumbler Ridge website, www.tumblerridge.ca or visit town hall the day of the meeting to see agenda items.

9. Councilor Business:

Councilor Colledge: Recently attended Press Release in Grande Prairie for Death and Discovery Dinosaur Centre. Colledge noted the Federal government has been more involved with funding for this project compared to the Provincial Government.

Councilor White: Attended Peace Regional District Meeting. Councilor White brought forth the issue of the need to be cautious when approving new pipelines as they can be a hindrance in the future (development).

Comments on Coal Forum by Mayor and Council: Mayor Caisley was disappointed in the last minute change of topic from Dr. Patrick Moore. Mayor Caisley feels the original topic of ?Sustainability of Mining? was more appropriate for the venue. Regardless, Moore was a good speaker and shared a lot of information with persons present. Overall, coal forum was well done, well put together and well attended. Councilor Kirby stated the presentation by Dr. Moore was ?phenomenal?.

Mayor Caisley explained he is in the process of drafting four letters for the Tumbler Ridge Museum Foundation. One is to MLA Blair Leckstrom to request help with funding to purchase Claude Galibois School. The second is to School District #59, regarding the interest to purchase the school. The third is for a Northern Caucus(northern MLA?s). Northern MLA?s will be invited to Tumbler Ridge to find out what we have to offer here in Tumbler Ridge. The fourth letter is to the Premier to invite him to the Northern Caucus.
